He studied at the Academy in Dresden, became a modeller in the Meissen manufactory in 1912 and was director of the artistic department from 1930. Börner was one of the most versatile and prolific artists at the manufactory in the 1920s. Among other things, he also created forms and models for KPM and Volkstedt.
